ECA Risk Management is an international professional risk management consulting firm specializing in comprehensive environmental risk management, sustainable development and insurance services. The firm was founded in 2008 and incorporated in 2009 by Andrew C. Bailey, REM. Mr. Bailey and his staff are recognized leaders and Environmental Professionals in the environmental risk management industry, building their reputations and success by working with some of the largest North American Bank holding companies.
We are a Certified Woman-Owned Business Enterprise by the State of Alabama Office of Minority Business Enterprise and provide services primarily for the financial services industry and commercial real estate services/investment companies. We do not perform traditional environmental due diligence and do not have ownership in any companies that perform traditional environmental due diligence. Therefore, we have no conflict of financial interest (perceived or real) with any of our recommendations provided to your company. We will approach your portfolio using knowledge from the banker's perspective combined with environmental expertise to create strategic planning decisions to minimize unanticipated environmental liabilities. Mr. Bailey is a Nationally Renowned Speaker on Environmental Risk Management and the Banker's Perspective. We also have alliances with a nationwide network of Environmental attorneys, engineers and governmental agencies.

Andrew C. Bailey, R.E.M. C.S.R.P.
Mr. Bailey is a Co-Founder and the President of ECA Risk Management, an international leader in providing comprehensive environmental risk management, sustainable development and insurance services to the financial services industry and commercial real estate services/investment companies. He is a pioneer in the environmental field.
Mr. Bailey's extensive expertise is a result of 37 years on the leading edge in the environmental risk management field, 31 years specializing in environmental risk management within the financial services industry. He is a Licensed Property and Casualty Insurance Producer in the State of Alabama.
Mr. Bailey was recruited in 2003 by Regions Financial Corporation to serve as the Chief Environmental Risk Officer and Senior Vice-President. He authored Regions' Corporate Environmental Risk Policy and Procedures. He implemented and managed the Environmental Risk Management Department, from 2003 to 2009. He combined effective strategies designed to manage risk with expert knowledge and management.
Under his leadership, the department managed the environmental risk for $25.0 billion Commercial Real Estate, $17.4 billion Commercial & Industrial and $16.4 billion Business Banking portfolios in 2008. In 2008, Mr. Bailey's department reviewed approximately 3200 property transactions, resulting in $1.45 revenue for every $1.00 spent, which resulted in a 23% reduction in department costs.
Prior to establishing Regions' Environmental Risk Management Department, Mr. Bailey served as the President of Environmental Risk Innovations, an environmental consulting vendor. He was handpicked to start and manage this privately held company, as a result of First Union's corporate decision to outsource their environmental department. Mr. Bailey was formerly a Vice President with First Union Corporation's Environmental Risk Management Group for ten years. While with First Union, he authored and managed the environmental risk policy for the special assets group. Additionally, Mr. Bailey designed and conducted the internal policy training for all lines of business throughout their 15 state footprint. Mr. Bailey was recruited by First Union while working as a Project Manager at an environmental engineering firm in the Washington DC area.
Mr. Bailey is an active member of the Environmental Bankers Association (EBA). He served as the EBA's Vice President of and Co-Chairman of the Communication and Programs Committee from 2006 to 2008 and Treasurer and Chairman of the Finance Committee from 2004 to 2006. Mr. Bailey was the Chairman of the Post Katrina Task Force subcommittee, which coordinated with the Louisiana Department of Environmental Quality, a response to lending with the Hurricane impacted areas.
Mr. Bailey is a Registered Environmental Manager and a Certified Sustainability and Resilience Professional with the National Registry of Environmental Professionals (NREP). He is a member in the National Register's Who's Who in Executives and Professionals 2005 - 2006 edition. Mr. Bailey co-authored the paper Accelerated Remediation of Chlorinated Solvents Via Cyclic Multi-Phase Extraction for The First International Conference on Remediation of Chlorinated and Recalcitrant Compounds. He is a member of the ASTM E50 Environmental Assessment, Risk Management and Corrective Action Committee. Mr. Bailey serves on the Board of Directors with JDRF Alabama.
